Fair Accountable Invested Rehabilitation F.A.I.R.

Dear Families and Friends,

The 40 Strong organization would first like to thank you for supporting what we do. Our organization has been committed to educating and providing hope to our 3,500+ members in Virginia D.O.C. for close to 5 years now. Over the years we noticed the same question from many of our members; " Why is there no incentive or acknowledgement of all the good we do? " This was glaring when we noticed all the great things that countless members were doing. We also noticed how that continuous work, nurtured their SELF rehabilitation. With that said, we also noticed how many members were losing hope due to lack of incentives. After much struggling with this hard reality, we decided to write the Fair Accountable Invested Rehabilitation draft. No, we are not bill writers or legislative experts, but we do know great ideas for prison reform. The Fair Accountable Invested Rehabilitation bill would change Virginia D.O.C. forever! Imagine 25,000+ men and women waking up each day with accountability and a purpose. Imagine how safer the facilities would be, and the success of those returning. This would not only save Virginia taxpayers millions of dollars, but it would also make the Commonwealth safer. We believe that someone returning with a G.E.D., 2 vocational trades, and 5 programs, will be prepared to succeed once released. Please read our draft of F.A.I.R., and let's change Virginia Criminal Justice forever! Thank you------

Fair Accountable Invested Rehabilitation

Our organization supports ALL measures that promote second chances. We would love to see Second Look, Expanding Earned Sentence Credits, and other bills passed in 2026. We also believe that Fair Accountable Invested Rehabilitation should be law as well. Why are there no incentives for those working, going to school, and programming? Self-Invested Rehabilitation works! This is how the
F.A.I.R. legislation would work incentive wise. The benefits to facility safety, reentry success, and better communities is enormous!

Fair Accountable Invested Rehabilitation

F.A.I.R.

* F. A. I. R would apply retroactively to all sentences from July 1, 1995, to now. Currently, New Law offenders (those convicted on or after 7/1/95) can only earn up to 4 days per month unless they qualify for Earned Sentenced Credits, which the majority does not. Each person who qualifies for F.A.I.R., would be allowed to earn up to an additional 10 days of good time per month.

3+ years = 1 day per month
5+ years = 2 days per month
10+ years = 5 days per month

3+ years = 1 day per month
5+ years = 2 days per month
10+ years = 5 days per month
* This will consider total years employed instead of continuous, because good behavior transfers can terminate jobs without fault.

Education, Programs and Vocational Trade Certifications
G.E.D. Graduate = 2 days per month
Vocational Trade = 1 day per month
Vocational Trade 2+ = 3 days per month
Programs 5+ Completed = 2 days per month
Programs 10+ Completed = 5 days per month
* Vocational Trades include Masonry, Print Shop, HVAC, Barbering, Painting and Drywall, Custodial Maintenance and many others!

College Graduate/ Paralegal/ Business Software
College Graduate = 4 days per month
Paralegal Certification = 2 days per month
Business Software Certified = 2 days per month

THE NEXT STEP IN REFORM

Virginia has been top 5 for years in lowest recidivism. That means that when Virginia prisoners are released, they overwhelmingly do not return. We have countless members who have returned to society to become business owners, nonprofit operators, college graduates, and more! The next step in reform is not only rewarding the hard work of those self-rehabilitating but supporting it. This will make facilities safer, while also returning those sooner who have the resume and commitment to change to show. We want to endorse the state certified Vocational Trades, and D.O.C. facilitated trades. This will change instantly change the Virginia prison system, while making those incarcerated, the facilities, and Commonwealth better!

PLEASE reach out to the lawmakers listed below and ask them to support F.A.I.R. Tell them you are a member of 40 Strong and part of the Virginia D.O.C. voting block. Copy and Paste the bill to them and ask that they be a sponsor. Let's Go!!!!
